Joe Frey is Knowledge Exchange Broker for the UK Collaborative Centre for Housing Evidence.
Joe was employed by the Housing Executive, Northern Ireland’s regional housing authority, for 35 years in a number of housing management and strategic planning roles. Between 1998 and 2016 he was Head of Research and in this role he had overall responsibility for delivering the Housing Executive’s wide-ranging programme of strategic and customer-focused related research, including the Northern Ireland House Condition Survey and the Continuous Tenant Omnibus Survey. Joe was also the lead author of the Housing Executive’s annual publication Northern Ireland Housing Market: Review and Perspectives. Since leaving the Housing Executive.
Joe has been commissioned as a consultant on a number of housing market research projects and is currently Chair of the Department of Communities Housing Market Symposium. He has recently been appointed Visiting Professor to Ulster University where he is a part-time lecturer on the Housing and Real Estate courses and participates in a number of housing market-related research projects, as well as continuing with his PhD on housing market analysis and the private rented sector.
In his CaCHE role as Knowledge Exchange Broker for Northern Ireland, Joe is hoping to build on the network of housing policy and operational contacts he has developed over the years in order to help provide the necessary bridge between the housing sector in Northern Ireland and the considerable array of academic talent which has come together to form CaCHE.
