Biography
Dr Joe Frey is Knowledge Exchange Broker for the UK Collaborative Centre for Housing Evidence (CaCHE). Working closely with Dr Neale Blair, Joe is responsible for helping to provide a bridge between key policy and practice stakeholders in the housing sector in Northern Ireland and the UK’s leading housing academics who collaborate in CaCHE’s multi-faceted research programme.
Before joining CaCHE, Joe was employed by the Northern Ireland Housing Executive in a number of housing management and strategic roles. Between 1998 and 2016 he was its Head of Research and in this role he had overall responsibility for delivering a wide-ranging programme of strategic and customer-focused related research, including the Northern Ireland House Condition Survey. Joe was also the lead author of the Housing Executive’s annual publication Northern Ireland Housing Market: Review and Perspectives.
Since leaving the Housing Executive Joe has worked as a consultant in a number of roles, including as Chair of the Department for Communities (NI) Housing Market Symposium. In 2017 he was appointed Visiting Professor to Ulster University for a period of four years, where he is also a part-time lecturer on the Housing and Real Estate courses. His particular research interests include the definition and delineation of housing markets and the role of the private rented sector.
