Professor Joe Frey is Knowledge Exchange Broker for the UK Collaborative Centre for Housing Evidence (CaCHE). Working closely with Professor Stanley McGreal, Joe is responsible for helping to provide a bridge between key policy and practice stakeholders in the housing sector in Northern Ireland and the UK’s leading housing academics who came together to form CaCHE.
Before joining CaCHE, Joe was employed by the Northern Ireland Housing Executive in a number of housing management and strategic roles. Between 1998 and 2016 he was its Head of Research and in this role he had overall responsibility for delivering a wide-ranging programme of strategic and customer-focused related research, including the Northern Ireland House Condition Survey. Joe was also the lead author of the Housing Executive’s annual publication Northern Ireland Housing Market: Review and Perspectives.
Since leaving the Housing Executive Joe has worked as a consultant in a number of roles, including as Chair of the Department for Communities (NI) Housing Market Symposium. In 2017 he was appointed Visiting Professor to Ulster University, where he is a part-time lecturer on the Housing and Real Estate courses. His particular research interests include the definition and delineation of housing markets and the role of the private rented sector.
