How can resident-led management improve the governance and safety of multi-occupancy buildings? This policy briefing draws on evidence from a systematic review of international research spanning 25 countries to examine the opportunities and challenges of resident-led governance in blocks of flats and other multi-occupancy buildings. Published at a time of significant commonhold and leasehold reform in England and Wales, it explores what policymakers can learn from established international models, highlighting the importance of supporting residents beyond legal reform alone. The briefing identifies the key governance, collective action and power imbalance challenges that can undermine effective management and building safety, and sets out considerations for creating more resilient and accountable resident-led governance arrangements.
